Elvira emigrated to the United States 25 years ago from Nigeria. She earned a psychology degree from the University of Maryland and a law degree from Widener University School of Law. She also served as an extern with The Honorable Judge Barry C. Dozor in Delaware County, PA, then served as a Law Clerk for The Honorable Judge Joseph E. Kane in New Jersey. Elvira is a Pennsylvania attorney.
A strong believer in civil rights, Elvira became a Labor Law Enforcement Officer for the State of Delaware, before rising to become the Policy and Compliance Manager for the City of Baltimore Department of Human Resources.
Elvira returned to Pennsylvania, and became the Director of Human Resources for an agency that helps people with intellectual disabilities. In 2015, she founded her own agency, Providence Corporation, a residential care facility that helps people with intellectual disabilities.
As CEO, she has insisted on an above-market starting pay rate, plus pays 100% of the employees’ health benefits. Elvira was a member of the PA Council on Drug and Alcohol Abuse, Chair of the Brandywine School District Parent Advisory Council, Executive Member of Chester High School Youth Court Program, and a volunteer attorney in her community with Philadelphia VIP.
Elvira is a single mother. She lives in Wynnewood with her son, Jordan, and dog, Ash. Jordan graduated from The Haverford School in June 2019. Jordan is a Freshman at Ithaca College.
