Elvira emigrated to the United States 27 years ago from Nigeria. She earned a psychology degree from the University of Maryland and a law degree from Widener University School of Law.
She also served an externship with The Honorable Judge Barry C. Dozor in Delaware County PA, then served as a Law Clerk for the Honorable Judge Joseph E. Kane in New Jersey. Elvira is a Pennsylvania Attorney.
Elvira served as a Labor Law Enforcement Officer with the State of Delaware, before rising to become the Policy and Compliance Manager for the City of Baltimore Department of Human Resources. Elvira also served as the Director of Human Resources for an agency that helps people with intellectual disabilities.
In 2015, Elvira founded her own agency, Providence Corporation, a residential care facility that helps people with intellectual disabilities. As CEO, she has insisted on an above-market starting pay rate, plus pays 100% of the employees’ health benefits. Elvira was a member of the PA Council on Drug and Alcohol Abuse, Chair of the Brandywine School District Parent Advisory Council, and a volunteer attorney in her community with Philadelphia VIP.
Elvira is a single mom. Her son, Jordan, is a student at Ithaca College, and a recent graduate from The Haverford School. Elvira Lives in Wayne with their dog, Ash.
